Central Solar Power Forum - PROGRAM
Understanding the Development Potential for Utility-Scale Central Solar Power (CSP) in Arizona
January 10, 2008
Hyatt Regency
Phoenix, Arizona
Due to rapid growth in demand for power, Arizona will need new sources of electric generation. The Central Solar Power Forum will provide comprehensive information
on CSP technology and issues surrounding the development of CSP in Arizona. CSP technologies are proven and can be built in the state and provide peaking
power with no greenhouse gas emissions.

9:30 am - 10:15 am
Economics of CSP - Costs and Benefits
CSP can provide stable-priced electricity that is available at any time during the day but at what cost? This session will review the major factors
determining the costs of a CSP project including the type of technology chosen, size of the project, cost of land and water resources and storage
capacity incorporated. Experts will also outline the benefits of developing the state's solar resource and provide estimates on the tax benefits to the
state and job creation for local communities.
Moderator:
Gary Pierce, Commissioner, Arizona Corporation Commission

10:35 am - 12:15 pm
Choices, Choices - CSP Technologies Overview
This panel will provide an overview of the major types of CSP technologies including trough, power tower, dish and photovoltaics. Hear from the world's
leading technology companies about CSP and its characteristics.
Moderator:
Patrick Dinkel, Director, Resource Acquisition & Renewable Energy, Arizona Public Service Company

Networking Luncheon
1:30 pm - 3:00 pm
Basic Building Blocks - Siting and Infrastructure Needs
CSP projects require significant amounts of land, and in most cases new transmission to bring power to market. Siting and permitting of a facility and
its attendant transmission may involve working with federal, state and local agencies. This panel of expert will provide an overview of the siting
process and address development of transmission and an environmental perspective on land use.
Moderator:
Lori Singleton, Manager, Renewable Energy, Salt River Project
Speakers:
Tom Acker, Associate Professor, Mechanical Engineering, Northern Arizona University
Pam Eaton, Deputy V.P. Public Lands Campaign, The Wilderness Society
Micky Siegel, Principal, EPG Inc.
Laurie Woodall, Former Chairman, Arizona Power Plant and Line Siting Committee
Presentations:

3:20 pm - 4:00 pm
Local, State and Federal Incentives
Utility-scale CSP plants are substantial economic investments that can also attract manufacturing facilities to provide component parts. As a developing
technology incentives are a key to providing long term market stability and to encourage project siting in the state. This session will examine potential
local, state and federal tax policy to make Arizona a more attractive market for CSP project development and manufacturing.
Moderator:
Lucy Mason, Representative, Arizona House of Representatives
Speakers:
Joshua Bar-Lev, V.P. Regulatory Affairs, BrightSource Energy, Inc.
V. John White, Executive Director, Center for Energy Efficiency and Renewable Energy
Presentations:
» Joshua Bar-Lev
» V. John Whiter
4:00 pm - 5:15 pm
The Real Deal - Project Experience with CSP
CSP plants have been in operation in the U.S. for decades. Last year Nevada Power built a 64 Megawatt CSP facility. Speakers will share their experience
and lessons learned from operating CSP plants. Hear about the efficiency gains, challenges and their outlook on the technology.
Moderator:
Bill Mundell, Commissioner, Arizona Corporation Commission
Speakers:
